Final report of the meeting
1. The resumed ninth meeting of the Intergovernmental Negotiating Body (INB) to draft and
negotiate a WHO convention, agreement or other international instrument on pandemic prevention,
preparedness and response was held in a hybrid format, across two sessions held from 29 April to
10 May 2024, and from 20 May to 24 May 2024, under the leadership of Ms Precious Matsoso of
South Africa and Mr Roland Driece of the Kingdom of the Netherlands as Co-Chairs, and Vice-Chairs:
Ambassador Tovar da Silva Nunes of Brazil; Ambassador Amr Ramadan of Egypt;
Dr Viroj Tangcharoensathien of Thailand; and Ambassador Honsei Kozo of Japan.
2. In his remarks, the Director-General said that he appreciated the efforts of delegations to reach
consensus.
3. In line with previous practice and the promotion of transparency in the work of the INB, agenda
items 5 (Report of the meeting) and 6 (Closure of the session) were webcast, while the drafting group
sessions on items 2 (Negotiation of the WHO convention, agreement or other international instrument
on pandemic prevention, preparedness and response: Proposal for the WHO Pandemic Agreement),
3 (Next steps) and 4 (Proposals from Member States of entities to be included in Annex D and/or
Annex E of document A/INB/8/5) were held in closed sessions. Furthermore, the INB Co-Chairs
conducted daily briefings with relevant stakeholders on the work of the INB.
4. With respect to item 2, the INB drafting group established working groups to discuss selected
articles and report to the drafting group.
5. Recognizing the progress made at the first resumed ninth meeting of the INB held from 29 April
to 10 May 2024, and cognizant of the need to submit an outcome to the Seventy-seventh World Health
Assembly, the INB decided to continue its resumed ninth meeting from 20 to 24 May 2024. The INB
decided to submit to the Seventy-seventh World Health Assembly the draft text of the WHO Pandemic
Agreement reflecting progress up to Friday 24 May 2024 at 12:00 Central European Summer Time, and
an accompanying covering note.
6. The meeting considered and approved its report, and the Co-Chairs closed the meeting.
